RafaelFernadez is Concessions and Licenses Manager of the Domincan Institute of Telecommunications (INDOTEL), having the responsibility to manage all the inquires for operates all the telecommunications services in Dominican Republic, for instance, broadcasting, CATV, Telephony, Internet and Value added Services, winches requires Concessions, Licenses or Inscriptions, and recommends their approval or rejection by the executive board.

Mr. Fernandez joined at INDOTEL in march of 2000, six months after INDOTEL starts its functions at the end of 1999. Have being involve of inspection and supervisor of the operators, doing the investigation of claim of customers and operators, making the regulations for Interconexion, technical plans, national frequency attribution plan and many others. Mr. Fernandez is an active assisting to the Permanent Consultative Committee for Radio communications (CCP II) of Inter-American Telecommunication Commission (CITEL). Was part of the Dominican delegation for de World Radio communications Conference (WRC-03) celebrated in Geneva, Switzerland. In 1978 started as technician in Domincan Telephony Company (today Verizon Dominicana) where worked for twenty years, having the position of engineer, senior engineer and Manager for Data Networks. He is graduate of electronic technician of the Salesiano Technical Institute of Santo Domingo, obtained the graduate of electricity engineer of the Universidad Autonoma of Santo Domingo, and post-grade studies of Business Administration of Pontificia Universidad Catolica y Maestra of Santo Domingo.
