Joe is a Project Manager at the Office of Standards Services. He is currently involved in the conformity assessment activities under various Mutual Recognition Agreement/Arrangements (MRAs) and the Telecommunication Certification Bodies (TCB) Program. He works with industry and other federal agencies to develop criteria under the NVCASE program to qualify CABs for product testing, product certification, and quality system registration. In his conformity assessment duties, he interacts with accreditors of laboratories, product certifiers, and quality system registrars.

In his prior responsibilities,he provided assistance to the fastener industry by interpreting theFastener Quality Act (FQA) and its regulations. He took part in thedevelopment of regulations for FQA.

One of his past roles atNIST included technology evaluation for various energy saving technologies.On the basis of his evaluation, technically and commercially promisingtechnologies were forwarded to the Department of Energy for their support.Joe also managed a proposal evaluation service for federal and Stategovernments.

Prior to joining government,Joe served as a Project Engineer for military, commercial, and industrialbuilding projects. In the manufacturing sector, he worked on the developmentof industrial processes and product development.

Joe has a Bachelor of Sciencedegree in Mechanical Engineering from the University of Michigan anda Master of Science degree in Technology Management from the Universityof Maryland University College. He is a registered Professional Engineerin the State of Ohio.
