Efrain held various engineering and network planning positions with Bell-Northern Research, Bell Canada and Stentor from 1975 until 2000. Since 1986 Efrain has been involved in the development of telecommunications standards, in particular, performance and network protection standards for terminal equipment.

In January 2001, Efrain joined Industry Canada as Manager of InterconnectionStandards. Efrain serves as chair of the Technical Task Force of theTerminal Attachment Program Advisory Committee (TAPAC). He also participatesin TIA Committee TR-41, CITEL PCC.I, and the APEC TEL Working Group.

Efrain earned his B.A.Sc. in Electrical Engineering at the Universityof Ottawa in 1973 and his M.A.Sc. in Electrical Engineering in 1975from the same institution.
