Hoolihan has been consultingin EMC Engineering since January of 2000. He specializes in EMC-Laboratoryevaluations, EMC standards, and EMC Education. He is a consultant tothe United States Department of Commerce National Institute of Standardsand Technology (NIST) in the area of Telecom Certification Body (TCB)and Conformity Assessment Body (CAB) evaluations. He is also an assessorfor the NIST National Voluntary Laboratory Accreditation Program (NVLAP).

Previous to consulting, heworked as Vice-President of Minnesota Operations for TUV Product Servicefrom 1994 to 2000. From 1984 to 1994, he was the Co-Founder and ChiefOperating Officer of AMADOR Corporation; a small business specializingin EMC testing of electronic products ranging in size from pacemakersto supercomputers. His first employment out of graduate school (in 1969)was with Control Data Corporation in their internal EMC lab.

Hoolihan has been on theBoard of Directors of the EMC Society of the IEEE since 1987. He isthe past-president of the EMCS (1998-1999) and has held many positionswith the EMCS board in his years of service. He most recently servedas the Chair of the 2002 IEEE International Symposium on EMC which washeld in Minneapolis in August of 2002. He helped found the EMC chapterof the Twin Cities Section in 1985 and has been active in the localchapter since that time.

He has been actively involvedwith ANSI-Accredited Standards Committee on EMC since 1985. He is presentlyon the Steering Committee of C63 as well as chairing Subcommittee 6(SC-6 - Lab Accreditation) and SC-8 (EMC and Medical Devices).

He is also an active memberof the United States Technical Advisory Group on CISPR B; Industrial,Scientific and Medical Equipment.

His formal education includesa Bachelors Degree in Physics from Saint John’s University (Minnesota),a Masters Degree in Physics from Louisiana State University (Baton Rouge),and a Masters in Business Administration from the University of Minnesota(Minneapolis).
