This page is designed especially for people who are new to the NTTAA and itsconcepts. If you have been newly assigned to represent your work unit on aninternal standards policy committee, or if you are a newly appointed StandardsExecutive representing your entire federal agency on the Interagency Committeefor Standards Policy (ICSP), this sight is for you.

On this page, you will find a compilation of links to key documents that shouldhelp orient you to the NTTAA, its requirements and the mechanisms in place atthe federal level to help your agency comply with the Act.

Initial Plan for NTTAA Implementation

NIST developed the NTTAA Plan for Implementation inaccordance with the provisions of Public Law 104-113. The completed plan wastransmitted to Congress on June 7, 1996. It envisaged broad cooperation amonggovernmental agencies and between government and the private sector in developingand implementing strategic standards and conformity assessment policies. Asone might expect, the plan has evolved since this initial draft. Still, thisdocument may serve as a primer in gaining a basic understanding of the basisfor Congressional passage of the Act and NIST's subsequent role in its implementation.

NTTAA Annual Reports on Implementation

As required by OMB Circular A-119 and Section 12 of NTTAA, NISTcompiles annual reports providing information on Federal use of voluntary consensusstandards to OMB for transmittal to Congress. The reports cover government fiscalyears as noted in their titles.

Conformity Assessment

Conformity assessment is any process by which a product, process, service or system is evaluated against specified requirements. Conformity assessment methods include: sampling and testing; inspection; product certification; management system assessment and registration; accreditation of the competence of those activities; and recognition of an accreditation program's capability. The following document links are intended to provide a basic understanding of conformity assessment, its scope, importance, and practice within the federal government.

Federal Agency Committees on StandardsPolicy

Interagency Committee on StandardsPolicy (ICSP) - In compliance with Public Law 104-113, the ICSP was formedto advise the Secretary of Commerce and other Executive Branch agencies in standardspolicy matters. Its membership includes representatives of cabinet level federaldepartments and other federal agencies. The ICSP also has working groups dealingwith IT Security, regulatory affairs, laboratory accreditation and conformityassessment.

NIST Standards Advisory Committee (SAC) - The SAC is dedicated to addressing standards and conformity assessment issuesthat are specific to NIST. It also provides policy-level input to the NIST ICSPrepresentative.

Commerce Standards Committee (CSC)- The newly formed CSC is concernedwith standards and conformity assessment issues within the Commerce Department.

SearchStandards Participants Databases - This site was created to assist you inlocating Federal agency participants in standards activities. Presently, youcan search databases for Defense, Commerce and NASA. Additionally databaseswill be available by the Summer of 2001.

AnnualReport Data Entry for Federal Agencies

This is a password access site for federal Standards Executiveswho represent their agencies as members of the Interagency Committee for StandardsPolicy. This site is where ICSP members can input their agency's data for inclusionin the annual NIST report of federal standards and conformity assessment activitiesto the Office of Management and Budget.
