The NationalTechnology Transfer and Advancement Act (P.L. 104-113) was signed into law on March 7, 1996. The detailed requirements forfederal agencies under the NTTAA are set forth in OMB Circular A-119 - Federal Register (63 FR 8545) on February 19, 1998 .

In summary, the Act directs NIST to:

• Coordinate with other Federal agencies as well as state and local governments to achieve greater reliance on voluntary standards and lessened dependence on in-house standards
• Assist Federal agencies in comparing standards used in manufacturing, commerce, industry, and educational institutions with the standards developed by the Federal Government
• Coordinate greater use by Federal agencies, states and local governments of private sector standards via the Interagency Committee on Standards Policy (ICSP)
• Emphasize where possible the use of standards developed by private, consensus organizations (Click here to see a copy of the ANSI-NIST Memorandum of Understanding .)
• Create guidance on conformity assessment activities
